(El Periódico de la Energía) La vicepresidenta del Gobierno y ministra para la Transición Ecológica y el Reto Demográfico, Teresa Ribera, se ha comprometido a seguir trabajando para abaratar el precio de la luz y ampliar las coberturas para proteger a los más vulnerables. En su comparecencia a petición propia en la Comisión de Transición Ecológica del Congreso de los Diputados, la vicepresidenta ha incidido en que es objetivo y prioridad del Gobierno la lucha contra la pobreza energética.
Ribera ha explicado que, a la vista de la pandemia, se decidió ampliar la cobertura del Bono Social Eléctrico (BSE) a los nuevos consumidores vulnerables que, como consecuencia de la pandemia del COVID-19, cuenten en su hogar con, al menos, un miembro de la unidad familiar en situación de desempleo, incluido en un Expediente de Regulación Temporal de Empleo (ERTE) o que haya visto reducida su jornada laboral por motivo de cuidados.
La ministra afirmó que entre el año 2018 y el 2020, se ha producido un descenso del 40% en el precio de la energía, consecuencia de la progresiva incorporación en el sistema energético de tecnologías renovables con costes variables bajos próximos a cero, el ahorro y la eficiencia. La reducción del precio de la energía se ha traducido en una reducción de la factura PVPC (precio voluntario para el pequeño consumidor) en torno al 17% en dos años y en un ahorro de 120 euros para un hogar de 4 miembros. Además, los cálculos indican que entre 2022 y 2023 los precios del mercado energético español estarán por debajo de mercados tradicionalmente más baratos como el alemán o el francés.
Durante su intervención, la vicepresidenta ha explicado el nuevo modelo de subastas para renovables, que evita los vaivenes de la casación diaria del mercado pero que, además, garantiza la introducción de las renovables a un precio fijo cumpliendo con los objetivos establecidos. Precisamente, la primera subasta con el nuevo marco retributivo se ha celebrado hoy.
Asimismo, con el triple objetivo de evitar subidas en el precio de la electricidad, dar señales claras de electrificación de la economía y aportar certidumbre, sostenibilidad y equilibrio al sistema, a finales de 2020 el Gobierno aprobó el inicio de la tramitación parlamentaria del anteproyecto de Ley por el que se crea el Fondo Nacional para la Sostenibilidad del Sistema Eléctrico (FNSSE). Este fondo se financiará con las aportaciones de todas las empresas suministradoras de energía, garantizando que todos los vectores energéticos contribuyen a la financiación de los costes de la transición energética. Este fondo asumirá los costes asociados al régimen retributivo específico de las renovables, cogeneración y residuos antiguo, que dejarán de formar parte del recibo de la luz.
